New AI capacity in the United States waits years for a utility interconnect. Ours does not. Luxe Data is a 1 GW AI cloud campus in Guanacaste, Costa Rica, on 6–7 GW of its own solar and 20–30 GWh of storage, in a jurisdiction built for US customers, with sovereign AI handed to the country as part of the deal. The questions below are the ones serious people ask once they see that. The answers are the same ones we give across the table.

The idea

Why Costa Rica?

Independent courts, no forced-access or data-localization laws, CAFTA-DR arbitration rights for US investors, no destination-based export restrictions on advanced GPUs, Pax Silica membership since this year, an active government and industry push for high-capacity data centers, and a free-zone regime with up to 12 years of income-tax exemption outside the metropolitan area. Is it really solar? What happens in the wet season?

The design basis is 6 to 7 GW DC of solar with 20 to 30 GWh of storage, behind the meter, targeting about 90 percent solar-direct supply on an annual basis. Multi-day wet-season deficits are covered by renewable-fuel generation we also own. The national grid is a backup interconnect, not a supply source. The yield study will confirm the P50 and P90 numbers and we will publish them.

What does sovereign AI mean here?

The plan reserves a dedicated sovereign AI zone on the campus for a national AI capability on trusted open models, free to the government and to citizens, operated over time by Costa Ricans trained at a tuition-free technology university on site. Paid tiers for businesses fund the operating cost so the free tiers are durable. The reserved zone is small relative to the campus and set in the government agreement.

Is this real? What stage is it at?

It is a development-stage project and we say so plainly. The design basis is 6 to 7 GW DC of solar with 20 to 30 GWh of storage, to be sourced directly from Tier-1 manufacturers; these are design targets and we are beginning supplier conversations. We are assembling 25,000 to 35,000 acres in the Liberia, Cañas and Bagaces corridor of Guanacaste. We are preparing our proposal to the Government of Costa Rica, including a sovereign AI capability delivered free to the state and its citizens. Everything on our site is labeled as a design target, in discussion, quoted, or signed, and we do not describe anything as further along than it is.

Who is Luxe Data?

Luxe Data was founded by Mike Belitz (CEO) and Dave Rice (CTO). Luxe Data is designing a 1 GW AI cloud campus in Guanacaste, Costa Rica, powered by its own solar-and-storage plant behind the meter. The team and the design are at luxedata.ai/team and luxedata.ai/campus. The company is US-owned; the cap table is US, Canadian and European capital, with passive sovereign participation under discussion.

When will capacity be available?

Our schedule target is first compute and power blocks energized inside 18 months of notice to proceed; that target will be confirmed against supplier lead times. The first block is sized to the customer who contracts it, so the timing for you depends on when that conversation starts.

Where is the site?

We are assembling 25,000 to 35,000 acres in the Liberia, Cañas and Bagaces corridor of Guanacaste. We share parcel-level detail under NDA.

Do you have government approval, permits or free-zone status?

We are preparing our proposal to the Government of Costa Rica, including a sovereign AI capability delivered free to the state and its citizens. The campus is designed to qualify for Costa Rica's free-zone regime, which offers up to 12 years of income-tax exemption outside the metropolitan area. The plant is designed as self-supply behind the meter, with the national grid as a backup interconnect only; we are engaging Costa Rican counsel to opine on the regulatory path.

What about water, land and the community?

The design is water-neutral with dry heat rejection; there is no evaporative cooling load. Community benefits are agreed with the host cantons before any land closes, and the campus includes a tuition-free technology university for Costa Ricans. We take the opposition to earlier projects in the province seriously and designed around its causes.

For customers, partners and investors

Who is the anchor customer?

The first energized block will be sized to the anchor customer who contracts it; we are opening those conversations now. We do not name counterparts without their consent.

What does it cost per MW or per GPU-hour?

We are not quoting prices at this stage. Pricing is set per block against the customer's term, capacity and hardware generation, and the founders discuss it directly once we understand your requirement. What we can say now is that owning the power plant removes the largest variable cost from the equation.

Are you an NVIDIA partner? Do you have GPU allocation?

The compute platform is designed on NVIDIA reference architectures; we are preparing our NVIDIA Cloud Partner application. Allocation is sequenced against the anchor customer; we do not buy hardware ahead of contracted offtake.

How do US export controls apply?

Costa Rica is not a restricted destination for advanced GPUs. US rules that turn on who the customer is, including ownership by listed parties and where a parent company is headquartered, apply to our customers as they do everywhere, and our KYC and contracts are built to those screens, including the Affiliates Rule's return this November. We do not sell to restricted parties. The founders can arrange for our export-control counsel to walk your counsel through the framework.

Who are your suppliers and EPC?

Who is funding this?

We are structuring the campus as three asset classes, the power plant, the shell and the contracted compute, each financed on its own comparables, and we intend to engage the NVIDIA AI infrastructure financing platforms. We do not disclose amounts or investors beyond that until agreements are signed.
